Cobra Commander is a human and member of Cobra from the Requiem continuity family.
The sadistic leader of Cobra, the aptly named Cobra Commander is determined to rule the world, but is constantly thwarted by G.I. Joe. This is what lead him to team up with the Decepticons, after the Joes joined up with the Autobots. Sharing the same hatred for goodness with Megatron, he's willing to even become a Headmaster for Megatron. The other Decepticons often make fun of him, saying his voice is just like the ex-Decepticon Starscream, which annoys Cobra Commander to no end.
